I have a feeling in my ear similar to the one when its filled up with water,but it's not(since 2 days).I have a constant whistle in it too.Whats that?

1- conductive, when the damage is to the small bony parts of the ear,. If your ear is indeed filled with fluid and hence the sensation of fullness in the ear, this could result in conductive hearing loss.
2- sensory, when the hearing nerve is affected. This type mainly follows sudden exposure to a very loud noise, or chronic exposure to less loud noises (if you are a heavy user of earphones with loud music).
To figure out what is causing you to feel tinnitus, you will need to have your ears checked by an ear-nose-throat (ENT) specialist. A proper ear exam will reveal whether or not there is fluid inside the ear, namely behind the ear drum, and this is something that you obviously cannot determine on your own. Other more specialized tests, such as an audiogram, may be also required.
