Obviously, breast feeding will delay surgery due to anesthesia. I think you have to wait at least 6 months as there are many changes that occur as a result of pregnancy. You must also consider the status of the abdominal muscles. Are you planning on having more children, do you have a lot of extra skin? All of these areas must be evaluated. I think that at 6 months you can undergo liposuction safely after c-section.
