Yes,Dyspnea or shortness of breath can be caused by a number of different conditions, or it can develop as a result of stress and anxiety.
BUT before diagnosing a stress as a result of dyspnea ,health conditions should be excluded and this can be through symptoms assestment or physical and lab examination.
Breathing difficulties are often caused by simple environmental issues and/or common health concerns. These include:

>allergies to dust, mold, or pollen
>stress and anxiety
>blocked air passages from a stuffy nose or throat phlegm
>lowered oxygen intake due to problems in heart lungs or any other organ.

when you are stressed the lungs attempt to provide the blood with more oxygen, hyperventilation (over-breathing) may occur. Muscle tension and anxiety may also cause a person to hold their breath or to take quick shallow breaths. Both can lead to breathlessness , faintness, dizziness and tingling

If stress causes your breathing problems, the remedy is to reduce the stresses in your life and/or develop coping mechanisms. Meditation, counseling, exercise, and laughter are a few strategies for coping with ongoing stress.
