Is it true that non-smokers in a smoking environment get more harmed than the smokers themselves?

When placed in a smoking environment, a non-smoker absorbs about half as much damage as to the person near them that is smoking. So for every two cigarettes your friend has smoked, it is as if you have smoked one. The amount of damage increases when there are more people that are smoking in an enclosed area.
