How often should I change my mascara? and is there a real chance of it developing bacteria if not changed for a while?

Two to three months seems like a reasonable timespan for replacing one's mascara.
Yes, it can be a breeding ground for bacteria because as you pump your mascara, you are adding more air and each application introduces bacteria to the wand. And as you do both along with other factors that get introduced the mascara container becomes more susceptible to bacterial growth.
