Every summer i suffer from elbows itches, is it a sun allergy? last year, i tried 'diprosone cream' and it was helpless. what should i do? (female, 25 years old, and gluten intolerant)

If it is sun allergy than avoiding sun exposure should be enough. Try to use a potent sunscreen to prevent it.

If you are gluten intolerant, what you might be suffering from can be dermatitis herpetiformis which cause itchy skin lesions over the elbows and knees mostly.The rash is an autoimmune response to gluten consumption.The primary treatment for the rash is a strict gluten-free diet.
