1- Allergy to late x (in the condoms)
2- Due to little lubrication
3- Dermatitis skin or skin irritation: the skin peels off, became chafed, this is aggravated by rubbing with clothes. What you need to do is to stop applying anything, use mild soaps, apply petrolatum jelly (Vaseline), wear cotton clothes and boxers, and use lubrication during masturbation or intercourse.
4- Balanitis (less likely) is an inflammation of the glans penis (the rounded head of the penis); it may result from yeast infection or poor hygiene. Consulting a dermatologist is in needed in order to do a KOH smear examination of the skin scrapings of the penis (this test reveals if the underlying cause is indeed a fungal infection), plus or minus a biopsy of if the symptoms persist.
If your symptoms have been there or persist for a few weeks, then it is more likely to be due to chafing skin. It should improve with the above mentioned measures. However if it persists for 1-2 weeks more then get a KOH examination of the skin scrapings to rule out any fungal infection caused due to balanitis.

the causes of a dry scaly itchy penis are discussed in a previous question ,
i will discuss withyou the most common cause that may be with your symptoms .
knowing that the most common vaginal infection in women is a candidal thrush ,and it is highly contaguous and you have sex daily then you may take the infection from her and this may present in this discription beside other symptoms like burning urination itching frequent urination ,frequent urge to go to toilet the skin ,you might have discharge .
if you had dry sex daily meaning if the women has a dry vagina and without lubricating ,you may have an injry to the skin and causing the description you are describing
if you use a new product recently you may have allergic action presented as eczema and dermatitis of the skin
so in conclusion if you have other then the skin symptoms like discharge urinary symptoms ,or other symptoms the cause will be other than a skin condition like balanitis or candidal infection or it can be and STD caught .
do your partner have any symptoms UTI (urinary tract infection )or infection (like white ,green ,yellow discharge itching ,burning ,lower abdominal pain ,..)or any other symptoms ?
it may be as simple as could be but If you think you have STD symptoms or have been exposed to an STD, see a doctor. Some STDs can be treated easily and eliminated, but others require more involved, long-term treatment.
note STDS might be also asymptomatic or have symptoms that may procede gradually even a doctor with any physical examination will not confirm a diagnose without tests ,so it will be difficult for you to distinguish only by appearance
Either way, it's essential to be evaluated, and ,if diagnosed with an STD, also known as a sexually transmitted infection (STI) , get treated. It's also essential to inform any partners so that they can be evaluated and treated. If untreated, STDs can increase your risk of acquiring another STD such as HIV
