I don't know if you mean dry skin or true severe ichthyosis. There are several types of ichthyosis. Most of these are inherited conditions that require a specialist's opinion and that could, unfortunately, be partially improved with treatment. In addition to topical creams and emollients, ichthyosis responds at times to vitamin A derivatives and/or oral hydrating agents like borage oil.
