if all your tests are normal plus all your exams seen by specialists(ENT,cardiologist, pulmonary) are normal and all you have is the allergy then i will try to illustrate what is happening there with you
all the medicines that you have taken before (you didnt mention the medicines?) are to relieve the allergic symptoms leading to the nasal congestion but when you stop them the symptoms come back again since the cause which is allergy is still present .and note that almost all people complaining of allergies are always with these complaints when taking medicine are slightly good when they stop medicine they become worse again .it is not easy to remove allergic cause from all over the environment that is the issue and what happen with almost all allergic patients ,drugs only cure symptoms .try to figure out when you are worse and when you are better make a medical calender and track your allergic history ,when you feel breathless see at that time what you eat what you smell where you go ,at what time of day .... any detail to help yourself and you can take as friend of you for other 3 months oral antihistamine ,nasal physiologic spray, steroid spray for nose and a mycolitic to reduce mucus and swelling
other thing you can test is to do sleep apnea test to monitor your breath while sleeping in the hospital and record oxygen intake and other signs

Annual Checkup
It is recommended that all individuals see a Family Doctor for a full medical examination annually. Adults should get their blood pressure checked (US Preventive Task Force), a flu vaccine (CDC) and more each year.
The American Dental Association recommends dental cleanings for adults at least twice annually. Some stains can only be removed by a professional cleaning.
It’s recommended by the American Academy of Ophthalmology that every adult between the ages of 18 and 80 does an eye examination at least once every two years.
It's recommended by the American Cancer Association that every adult between the age of 20 and 80 does an annual skin screening by a licensed dermatologist.
