An old woman told me if I mix my shampoo with contraceptive pills, It helps hair grow thicker and in new places around the scalp. IS that true?

no, it's not going to work.

If hormones help at all, it's only if you take them inside. It is documented that testosterone contributes to hair loss. So estrogen must help combat it, right? And make stronger hair?

No, not really. The Propecia drug does something like that, but estrogen is not the "opposite" of testosterone. And besides, you take Propecia internally, not on your scalp.

You do apply Rogaine to your scalp, but works by operating on the blood vessels. Birth control pills won't help.

Your hair will only grow so long before it stops and falls out. That's what hair does. It just does it a few strands at a time, and then new hair comes in at the same root. All you have to do is to keep your hair from breaking, which means being gentle when you brush it, avoiding irons and rollers, applying conditioner, and eating a healthy diet.
