Is medication called "DIALON 500 " cause a sever drop in blood sugar level in the case of use by diabetics insulin -dependent ???

No it shouldn't. Dialon is composed of metformin, which is a drug that prevents the occurrence of hyperglycemia (elevated blood sugar level) by influencing the absorption of glucose from your intestines, but it does not induce hypoglycemia (low blood sugar level) like other drugs do, namely drugs composed of sulfonylureas, which are oral hypoglycemic agents, meaning they actively decrease your blood sugar levels.
