Dr. Zakia Dimassi Pediatrics
First and foremost, we need to make sure that your baby does not have hearing problems, because you mention that he does not respond when you talk to him. It is advised that your baby have a hearing test.

Excessive exposure to television in children under the age of two years is highly discouraged, as it has negative influence on their intellectual development.
Indeed, experiments have shown that there is a correlation, not a causation, between watching television between TV and language development in babies. The more time babies spend watching television, the more slowly they learn to talk. But this does not apply to watching age-appropriate educational programs.
Certain aspects of television have been blamed in affecting the intellectual development in babies. Namely, the fast pace or rapid change of scenes might contribute to the development of short attention spans. And this may be the case of your son, as you describe him as being hyperactive. But I need to clarify that hyperactivity is not usually diagnosed this early.

In terms of enhancing language development, the most powerful practice is actually having a conversation with your baby, while the TV is off. Another good way of improving the acquisition of language skills is by reading stories to your son, which is also a good way to strengthen the mother-child bond.
