Is it right that I must wait 3 months to apply for HIV test?

HIV tests are antibody tests that measure the antibodies your body makes against HIV. It can take some time for your immune system to produce enough antibodies for the antibody test to detect it. Most people will develop detectable antibodies within 2 to 8 weeks( some individuals can take longer).This is what is referred to as the “window period.”.
So, if the initial negative HIV test was done within the first 3 months after possible exposure, the test should be repeated >3 months after the exposure to to account for the possibility of a false-negative result.
