It is healthy to remove tattoo by laser if done a doctor trained in tattoo removal. Beware of cheap IPL machines mostly used by non medical centers that will harm you and make your tattoo permanent and non removable. The best machine will be based on the colors of your tattoo, if it black then Qswitch laser is the best. I think the machine may be available in Trad Hospital in Lebanon so call and get sure if it is still available.
