Is a small breast an obstacle for breastfeeding ?

The ability to produce breast milk is not affected by the size of the breasts. The more important factor is the shape of the nipple: as long as iit's normal then there shouldn't be a problem. Some women have flat nipples - this issue is solved by getting special plastic nipples and it usually works. Other women have inverted nipples (the nipples grow in instead of out) in which case breast feeding is very difficult but they can still pump milk.
