I have a thin upper lip and a 'normal' size lower lip. I asked a plastic surgeon he said fillers won't work because my upper lip is too thin and he wants to put an implant. Do I have other options?

You are still young and implants placed in the upper lip are permanent. Their long term outcome is not guaranteed and you might end up with deformities.
Even if your upper lip is thin it is possible to get an enhancement with fillers. Hyaluronic acid fillers give amazing results in this indication as you can modulate the thickness of the filler and put it gradually to obtain the desired contour step by step and in a very safe way.
