I do not have hormone problems and tried basically every way to stop hair growing on my face including 2 kinds of hormone pills and laser/electric/etc.. theyre not stopping
You should do complete hormonal workup, along with pelvic ultrasound to rule out poly cystic ovarian syndrome
Eventhough you do laser or electric hair removal, you are treating the symptoms & no the cause, so it won't work..
