I am uncircumcised. When flaccid, I can pull the foreskin over the glans to clean it. However, when erect, I can't pull the foreskin back. Is this bad? Is there anything I should do to change it?

It seems that you have what we call phimosis: tight prepuce that cannot be pulled back or can be pulled with difficulty.
During erections, the penis circumference gets bigger. This is why it would be more difficult to pull it back during erection.
Phimosis is not a serious problem at all.
There are many conditions that might cause phimosis. Some of those could be treated with topical cream. Others might need surgery (circumcision) that is the definitive treatment of your condition if it is annoying you.
Meanwhile, it is very important that you always have a good hygiene.
