There may be many cause behind this symptom ,depending if you have any other symptom in other place of your body or any other skin condition in other place of your body .
since the condition is recently felt then the cause might be a bacterial or a fungal infection ,it might be an allergic reaction to latex condom or spermicide if used or soap or any other recently used product in contact to your genitals .
it could be then an eczema ,contact dermatitis , Belanitis (an infection of the penis due to fungal bacterial or viral infection)
however ,eczema and balanitis, are usually easily treated
eczema and dermatitis are treated by a topical steroid cream.
balanitis according to the cause is treated by antibiotics or antifungal or combined cream with a steroid included to cover the causes.
OTHER causes but are not seen only for one time and suddenly and are presented like this may be
diabetes ,psoriasis, lichen planus ,STDS ,phimosis ,....but all these will have other symptoms associated with your complain and gradually seen
So treatment is ruled depending on the cause ,if nothing except only itching ,you can moisturize by vaseline product or any and you can apply topical steroid cream .some creams are mixed with anti fungal with a steroid ingredient ,look for the allergy trigger if it is from soap or condom or wash ,...
Remember more serious conditions must be evaluated by a doctor and further tests are needed especially if having urinary problems or discharge or if the condition worsen by time .
