Greetings, my blood pressure is at the border line 13/9.. i have done ECG, Echo, and stress test. All are normal, however i started the test at 15/9 and ended at 20/9.5. i was prescribed a med.

I am not sure why you did an echo and a stress test. These are not things that are routinely recommended for patients with high blood pressure in absence of cardiac symptoms. As for your question, the diagnosis of hypertension is made based on two separate BP readings done about two weeks apart when patient is at rest. If average reading is 140/90 or more, then life style modification and possibly drug therapy is recommended. Blood pressure elevation is expected during a stress test and is usually not an indication for treatment in absence of resting hypertension as I described above.
