A 20 year old male is having difficulty to urinate. What may be the causes other than dehydration?

This depends on the type of "difficulty". There are so many causes for this ill-defined symptom (infection, stone, urethral stenosis, bladder neck stricture, ...) but we can never tell the definitive cause based on your question.
But usually dehydration doesn't cause a difficulty to urinate. Rather, it causes a decrease in the quantity of urine.
I encourage him to see a urologist to examine him and give him the appropriate treatment.
